Article VIII

Committees

 

          The standing committees (each, a Committee) of the GRSBA shall be constituted and function as set forth in Article VIII.

 

Section 8.1  General Provisions.

(a)        Appointment and Removal of Committee ChairpersonsPromptly following the election of the members of the Executive Council each year or the vacancy of any Committee Chairperson position, the President shall recommend to the Board of Directors the persons to serve as the Chairpersons of each Committee of which must be approved by the Board of Directors with a supermajority vote.  A Chairperson will serve three terms including the term of appointment.  At the end of appointment, the individual may reapply for another three term appointment. 

(b)       Removal of Committee Members.  Unless provided otherwise in these Bylaws or by the Board of Directors, the Vice President, upon recommendation of the Chairperson of a Committee, may remove a member from that Committee.  This power does not apply to ex-officio members of the Committee.

(c)        Removal of Committee Chairpersons.  The Board of Directors, by a majority vote, may remove a Committee Chairperson.

(d)       Committee MeetingsEach Committee shall meet as often as its business may require and may fix a day and time at intervals for regular meetings. Notice of meeting must be given to the committee, Board of Directors, and all GRSBA members by any means including electronic.  A majority of its members shall constitute a quorum for the transaction of the business of any Committee. A record of the proceedings of each Committee shall be kept and presented to the Board of Directors.

(e)        Other Functions. Unless otherwise specified or restricted by these Bylaws or by action of the Board of Directors, the composition, functions, and manner of conducting the business of a Committee shall be determined by the Chairperson. 

 

Section 8.2  Volunteer Committee.

(a)        FunctionsThe Volunteer Committee shall encourage volunteerism and community service activities among students, faculty, and the community; and consider and make recommendations to the Board concerning matters relating to such volunteer and community service activities.

(b)       CompositionThe membership of the Volunteer Committee shall consist of a Chairperson, and other Members who are recommended by the Chairperson and approved by the Vice President.

 

Section 8.3  Events Committee.

(a)        FunctionsThe Events Committee shall encourage social, athletic, recreational and cultural activities among students, faculty, and the community; and consider and make recommendations to the Board concerning matters relating to the social life of Members.

(b)       CompositionThe membership of the Events Committee shall consist of a Chairperson, and other Members who are recommended by the Chairperson and approved by the Vice President


Section 8.4  Rules Committee.

(a)        FunctionsThe Rules Committee shall give initial consideration to, and make recommendations regarding, proposed policy or Bylaw changes; periodically review the policies and Bylaws for the purposes of identifying and developing needed revisions; and make other recommendations at the request of the Board of Directors.

(b)       Composition.  The membership of the Rules Committee shall consist of the Parliamentarian who shall serve as the Committee Chairperson; and other Members who are recommended by the Parliamentarian and approved by the Vice President. 


Section 8.5  Academic Committee.

(a)        FunctionsThe Academic Committee shall make recommendations to the Board concerning all matters having to do with curriculum, examinations, grading and instruction; and shall be responsible for organizing and maintaining the GRSBA’s academic programs and services.

(b)       Composition.  The membership of the Academic Committee shall consist of a Chairperson, and other Members who are recommended by the Chairperson and approved by the Vice President.


Section 8.6  Budget Committee.

(a)        FunctionsThe Budget Committee shall prepare the GRSBA annual budget in accordance with Article XI below.  In addition, the Budget Committee shall review all requests for disbursement of GRSBA funds; report to the Board concerning the propriety of any expenditure within the budget, these Bylaws and controlling statutes; and consider all matters of the business and financial affairs of the GRSBA and make recommendations thereon to the Board.

(b)       Composition.  The membership of the Budget Committee shall consist of the Treasurer as Chairperson, and any additional Members selected by the Treasurer and approved by the Board of Directors.


Section 8.7  Elections Committee.

(a)        Functions.  The Elections Committee shall oversee the conduct of all elections and referenda of the GRSBA in accordance with the Code of Elections; count and determine the validity of all votes therein and rule on challenges thereto; and report to the Board regarding the final vote in all elections and referenda. 

(b)       Composition.  The membership of the Elections Committee shall consist of a Chairperson, and any additional GRSBA Member selected by the Chairperson and approved by the Board of Directors.  Neither the Chairperson nor any other person serving on the Elections Committee may be a candidate for election as an Officer or Class Representative. 

Section 8.8   Other CommitteesThe Board of Directors may designate such other Committees as it deems appropriate and such Committees shall exercise the authority delegated to them. Unless the Board shall otherwise provide, a majority of any such Committee may determine its action and fix the time and place of its meetings. The Board shall have power at any time to change the members of any such Committee, to fill vacancies, and to discharge any such Committee.
